After some important wars, the situation of the war was reversed by the Communist Party. In May 1948, Mao Zedong, Zhou Enlai and democratic politicians Song Qingling, Li Jishen and so on decided through consultation to found a new
democratic united government. On September 21, 1949, a new Political Consultative Conference had been held in Beijing. After 9 days, the People's Republic of China had been founding ceremoniously.

2009年，是中华人民共和国成立六十周年，也是中国人民政治协商会议成立六十周年。《建国大业》以四十年代抗战胜利直至建国前夕这一波澜壮阔的时代为背景，以宏大的历史视野，正面再现共和国多党合作和政治协商制度从诞生到确立这一重大历史事件，反映了中国共产党和中国各民主党派在反对蒋介石国民党独裁统治的斗争中，和衷共济、团结奋斗，为建立多党合作和政治协商制度所经历的曲折艰辛直至取得最后胜利的光辉历程。
《建国大业》讲述1945年8月抗战胜利，中共毛泽东主席应国民党蒋介石之邀飞赴重庆与蒋举行和平谈判。国共双方签订了以避免内战、在政治协商的基础上组建多党派联合政府为主要内容《双十协定》。
但是，国民党一转身就发动了对共产党的内战，并炮制了召开首届国民大会的独角戏，还对民主党派大肆迫害镇压，实际撕毁了《双十协定》。中共开始了坚决的武装反击，而众多民主党派纷纷采取了与中共站在一起的立场，坚决反对和抵制蒋介石独裁行径。
在斗争中，身处战争前线的毛泽东、周恩来与身在蒋管区和香港等地的宋庆龄、李济深、张澜等著名民主人士异地同心，在为人民解放战争的不断胜利而共同欢欣鼓舞的同时，也开始为如何建立一个民主的新中国而未雨绸缪思考谋划。
1948年五月，中国共产党发表《五一宣言》，发出了召开新的政治协商会议，成立民主联合政府的号召。这个号召得到各民主党派的热烈响应，大批民主人士在共产党的诚恳邀请和精心安排下，历经艰险，从蒋管区，从香港、从国外纷纷奔赴解放区……
1949年9月21日，群英荟萃的中国人民政治协商会议第一届全体会议在北京隆重召开。
此后九天，中华人民共和国于1949年10月1日成立。
