Emperor Qianlong (1711 - 1799), the most long-lived and legendary emperor of China, was talented with diversified abilities and proud of great achievement of consolidating his feudalist empire.
The prosperous Qianlong Kingdom is wealthier and more powerful than any other kingdoms of the Qing Dynasty. In the capital Emperor Qianlong greatly awards Wang Bingwang, governor of Gansu Province, who has rendered meritorious services in the fight against the droughts for several years. But also the emperor finds some clues to the embezzlements of this governor. He Shen, a young and clever official, investigates his embezzlement and brings him to justice. Therefore He Shen leaves a deep impression on the emperor. To celebrate the birthday of the emperor's mother, many local officials competitively present precious gifts. Qian Feng, a personnel official, accuses ten local officials of their embezzlements, which greatly shocks the emperor. He Shen initially asks for the permission to investigate these cases and finally finds out the facts of Guotai's embezzlements, who is He Shen's old friend. He Shen is therefore promoted to the Military Department, the highest administrative organization at the time.
During his south inspection, Emperor Qianlong finds books against his dynasty. He resolutely decides to punish the writers and publishers. At the same time he holds a memorial ceremony for Shi Kefa, a chivalrous man who opposed the Qing dynasty, which wins the hearts of all the people of the Han nationality. The emperor's love affair with a girl called Huang Xing'er causes the Queen's indignation. He Shen reads the emperor's mind and cleverly handles the case satisfying both the emperor and the queen.
Yong Yan, the fifteenth son of the emperor, goes on a crusade against Burma. The king of Burma wins the battle but he cannot offend Emperor Qianlong. So he gives in. Emperor Qianlong therefore wins a fame of “Ten-perfect Senior”. Because of the crusade, Yunnan province is stricken by starvation. Emperor Qianlong gives food to the refugees and so he does another good action. His eighth birthday is coming but the national treasury is depleted.
After sixty years in power (1735 - 1795), Emperor Qianlong abdicates his throne to his son, Yong Yan. He orders to reduce the taxes throughout the country, which brings a big problem to his successor. The new emperor asks He Shen to solve this problem. After the death of Emperor Qianlong, Yong Yan orders to investigate the crimes of He Shen and finally puts him to death, which marks the end of Qianlong Kingdom and a real start of Jiaqing Kingdom.

乾隆在位六十年后正式禅位，降旨普免钱粮，乾隆的一片爱民之心却给继位的永琰带来了巨大的难题。永琰借势将这个大难题推给了和珅，乾隆驾崩后，永琰罗列和珅的种种罪名，处死了和珅，这也标志着乾隆王朝的结束，新的嘉庆王朝的真正开始。

从《雍正王朝》到《乾隆王朝》，焦晃的表演一直很到位。他演乾隆，大幅度的形体动作不多，却让人感到形之于外的东西只是冰山一角，背后还大有文章。饰演和珅的陈锐在圈中打拼多年，小有名气，但始终像书办阶段的和一样缺少担纲挑梁的机会。在《乾隆王朝》中他并没有因为与焦晃同台而失去自己的光芒。和在乾隆身边察言观色小心伺候，罢免失宠后的落莫寂寥，陈锐都处理得贴切到位。
值得一提的是，剧中的场景包括雄伟的宫殿、朱红的游廊、雕镂的窗棂、逼真的假山都是按1：1的比例搭建而成，人物服饰也美轮美奂，尽显皇家气派。
